The protection crisis in Somalia continues to be characterized by complex armed conflict and inter-communal violence. It is also compounded by natural disasters, including droughts and flood, as well as governance challenges, weakened resilience and the economic vulnerability of families and communities. Displacement, subsequent to all these issues, has severe protection implications for those affected, exposing them to acts of violence, exploitation, abuse, coercion and deprivation, including grave violations against children and gender-based violence. Fundamentally, many Somalis possess a limited awareness of their basic rights, while existing discriminatory and harmful socio-cultural practices only compound concerns – even for those aware of their rights, it can be difficult to access basic services, and accountability for violations is limited, with traditional mediation and justice mechanisms often adhered to. Due to the widespread, multi-faceted nature of protection concerns in Somalia, the Protection Cluster frames its response through several sub-clusters: Child Protection (CP), dedicated to the provision of immediate care to child survivors of violence, abandonment and otherwise, as well as family reunification services and identification documentation tracking; Gender-Based Violence (GBV), which aims to provide comprehensive services, including GBV case management, psychological first aid, referral mechanisms for survivors, and a mobile response team for hard-to-reach areas; Housing, Land and Property (HLP), which mitigates protection risks associated with forced evictions and tenure security; and Explosive Hazards (EH), consigned to dually assist explosion victims and clear contaminated areas of explosives, to increase humanitarian and civilian access.
